			<title><![CDATA[Verizon News Center’s New Look]]></title>

			<title><![CDATA[How Verizon Handled Analog Channels]]></title>

			<description><![CDATA[<P class=default style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; COLOR: windowtext; FONT-FAMILY: Arial">As most people know, cable companies have been moving customers to digital tiers in order to free up space on their systems and to allow for other uses such as providing Internet service. <SPAN style="mso-spacerun: yes"> </SPAN>The <A href="http://www.fcc.gov/" target=_blank>FCC</A> is looking into how that is being done.<SPAN style="mso-spacerun: yes">   </SPAN><?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /><o:p></o:p></SPAN></P>
<P class=default style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; COLOR: windowtext; FONT-FAMILY: Arial"><o:p> </o:p></SPAN></P>
<P class=default style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; COLOR: windowtext; FONT-FAMILY: Arial">At Verizon, our TV system was all-digital from the start although we did simulcast a few channels in analog format so that customers could see these channels without using a set top box. <SPAN style="mso-spacerun: yes"> </SPAN>Earlier this year, at the FCC’s urging, however, Verizon agreed to discontinue those analog simulcast channels before Feb. 17, 2009.<SPAN style="mso-spacerun: yes">  </SPAN>We have now done that. <SPAN style="mso-spacerun: yes"> </SPAN><o:p></o:p></SPAN></P>
<P class=default style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; COLOR: windowtext; FONT-FAMILY: Arial"><o:p> </o:p></SPAN></P>
<P class=default style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; COLOR: windowtext; FONT-FAMILY: Arial">However, we did not move analog channels to different tiers of service as part of this process, and FiOS TV customers still receive the same channels, in the same tiers as they always have.<SPAN style="mso-spacerun: yes">  </SPAN>In fact, we provided a digital adapter to any customer who had analog TVs connected to FiOS without a set top box. <SPAN style="mso-spacerun: yes"> </SPAN>These adapters were provided for free as long as that custome<?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /><st1:PersonName w:st="on">r r</st1:PersonName>emains a Verizon FiOS TV customer at their current location. <SPAN style="mso-spacerun: yes"> </SPAN>This digital adapter not only allows the customer with an older, analog TV to receive the small subset of channels that had been simulcast in analog format in an improved digital format, but also enables those customers to have access to the hundreds of other digital channels available on FiOS TV without adding a full-featured set top box.<o:p></o:p></SPAN></P>
<P class=default style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; COLOR: windowtext; FONT-FAMILY: Arial"><o:p> </o:p></SPAN></P>
<P class=default style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; COLOR: windowtext; FONT-FAMILY: Arial">So for Verizon customers there was no need to subscribe to a different, more expensive service tier to continue to receive the same channels, and, in fact, using the digital adapter, customers were able to receive more channels, not fewer, on TV sets not equipped with a FiOS set top box. <o:p></o:p></SPAN></P>

			<title><![CDATA[Testing Emerging Services]]></title>

			<description><![CDATA[<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial">For the past couple of weeks, engineers at Verizon’s technology lab in <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /><st1:place w:st="on"><st1:City w:st="on">Waltham</st1:City>, <st1:State w:st="on">Mass.</st1:State></st1:place>, played a key role in tests that will change the way we communicate.<SPAN style="mso-spacerun: yes">  </SPAN>Verizon, along with other labs in North America, Asia and <st1:place w:st="on">Europe</st1:place>, participated in a <A href="http://www.computerworld.com/action/article.do?command=viewArticleBasic&taxonomyName=protocols_and_standards&articleId=9118503&taxonomyId=141&intsrc=kc_top" target=_blank>global test of a new system</A> that enables incompatible telecommunications services and networks to work together.<SPAN style="mso-spacerun: yes">  </SPAN>The system, called IP Multimedia Subsystem (IMS), will make it possible for all kinds of wired and wireless devices to talk to each other anytime, anywhere, across various networks.<?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /><o:p></o:p></SPAN></P>

<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial">That’s why 125 engineers, including Mark and his team, worked with 22 equipment manufacturers to test 225 devices and six major test scenarios during the 12 days of the event dubbed GMI (Global Multiservice Interoperability) 2008. It was sponsored by the <A href="http://www.msforum.org/" target=_blank>MultiService Forum</A>, an industry group that promotes system and service compatibility.<SPAN style="mso-spacerun: yes">  </SPAN>Also participating was the <st1:City w:st="on"><st1:place w:st="on">Alliance</st1:place></st1:City> for Telecommunications Solutions (ATIS), a standards organization that has been working on IPTV standards.<SPAN style="mso-spacerun: yes">  </SPAN>Not surprisingly, IPTV services were of particular interest at GMI 2008, where one of the tests looked at validating the automatic configuration of set-top boxes. <SPAN style="mso-spacerun: yes"> </SPAN><o:p></o:p></SPAN></P>

			<title><![CDATA[The Broadband Battle Continues]]></title>

<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial">For one thing, this pattern seems to ebb and flow.<SPAN style="mso-spacerun: yes">  </SPAN>During the first quarter of 2008, we surprised analysts with the number of additional customers we reported for our FiOS service and beat many of the cable companies.<o:p></o:p></SPAN></P>

<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial">I think a couple of things happened.<SPAN style="mso-spacerun: yes">  </SPAN>Perhaps the most significant was that we wrapped up a major promotional push at the end of the first quarter, and that promotion was responsible for a lot of new customers at the beginning of the year.<SPAN style="mso-spacerun: yes">  </SPAN>Looking ahead, we recently launched a <A href="http://newscenter.verizon.com/press-releases/verizon/2008/the-best-tv-service-just-got.html" target=_blank>new promotion</A> that leverages Verizon FiOS TV’s advanced technology to attract new customers.<o:p></o:p></SPAN></P>

<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial">In February and again in March of this year a national consumer magazine declared FiOS the top service, hands down, with the best rating in all categories based on reader feedback.<SPAN style="mso-spacerun: yes">  </SPAN>Our High Speed Internet Service (DSL) was in the top five or six.<o:p></o:p></SPAN></P>
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial"><o:p> </o:p></SPAN></P>
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial">For the second year in a row, Verizon FiOS Internet service was rated the best in <A href="http://www.pcmag.com/article2/0,2817,2326597,00.asp" target=_blank>PC Magazine's</A> reader survey of the “The Best (and Worst)” ISPs in America.<SPAN style="mso-spacerun: yes">  </SPAN>In reporting this year’s results, the magazine said, “Unsurprisingly, the favored method to connect is fiber-to-the-premises, as embodied by the Verizon FIOS service. The fast fiber hookup received an 8.6 for an overall score – the best rating of all the broadband options.”<o:p></o:p></SPAN></P>
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial"><o:p> </o:p></SPAN></P>
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial">Second, FiOS is the clear leader when it comes to speed.<SPAN style="mso-spacerun: yes">  </SPAN>As we explain in this <A href="http://newscenter.verizon.com/press-releases/verizon/2008/next-generation-home-gateways.html" target=_blank>list of new service breakthroughs</A>, Verizon introduced 50 megabits-per-second (Mbps) FiOS Internet service in all 16 states where we’re building our fiber-to-the-home network.<SPAN style="mso-spacerun: yes">  </SPAN>We’ve also boosted our High Speed Internet service speed to 7 Mbps in markets where FiOS is not offered, giving roughly 3.5 million Verizon DSL customers in parts of 20 states download speeds that are more than double our previous top speed.<o:p></o:p></SPAN></P>
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial"><o:p> </o:p></SPAN></P>
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial">Third, FiOS customers are more likely to experience the speeds advertised for their service because they share more bandwidth with fewer users.<SPAN style="mso-spacerun: yes">  </SPAN>No more than 32 FiOS users share the downstream data capacity of 622 Mbps from the central office to the home.<SPAN style="mso-spacerun: yes">  </SPAN>CableLabs, which is owned and operated by cable companies, acknowledges that a few hundred users may share a 6 MHz downstream channel, and the 6 MHz channels support approximately 39 Mbps of bandwidth to share among 100 of cable users.<SPAN style="mso-spacerun: yes">  </SPAN>Because more cable customers share less bandwidth, those users will receive their advertised speed far less often than FiOS customers.<o:p></o:p></SPAN></P>
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial"><o:p> </o:p></SPAN></P>
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial">In fact, an internal Verizon study shows that the median speed for Cablevision’s 15 Mbps customers is 5.55 Mbps whereas the median speed for FiOS 10 Mbps customers is 10.02 Mbps.<SPAN style="mso-spacerun: yes">  </SPAN>The median speed for FiOS 20 Mbps customers is 19.33 Mbps.<o:p></o:p></SPAN></P>
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial"><o:p> </o:p></SPAN></P>
<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial">Fourth, customers rate FiOS TV’s picture quality better than cable or satellite in third-party surveys.<SPAN style="mso-spacerun: yes">  </SPAN>This is true for both standard-definition and high-definition broadcasts, but it’s especially important for customers who have invested in HDTVs and want the best HD possible. <SPAN style="mso-spacerun: yes"> </SPAN>We, of course, deliver FiOS TV over our fiber-to-the-home network, which means we have the bandwidth to deliver HD signals without additional compression.<SPAN style="mso-spacerun: yes">  </SPAN>We forward the signal to our customers the way that we receive it.<SPAN style="mso-spacerun: yes">  </SPAN>It’s been <A href="http://www.multichannel.com/blog/100000410/post/1150024115.html" target=_blank>reported</A> that some cable companies are compressing their signals and squeezing as many as three channels into one QAM.<SPAN style="mso-spacerun: yes">  </SPAN>Additional compression cuts down on the vividness and sharpness of images, and consumers can see the difference.<o:p></o:p></SPAN></P>

<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial">Fifth, we’re continuing to introduce new services and bundles that set us apart from cable. For example, beginning this quarter, new FiOS customers will receive <A href="http://newscenter.verizon.com/press-releases/verizon/2008/next-generation-home-gateways.html" target=_blank>broadband home routers</A> that are capable of 100 Mbps speeds inside the home and allow operation of as many as four Wi-Fi channels.<SPAN style="mso-spacerun: yes">  </SPAN>In the area of new bundles, we’ve created the <A href="http://newscenter.verizon.com/press-releases/verizon/2008/verizon-home-broadband-and.html" target=_blank>Verizon Flex Double Play bundle</A> that enables customers to subscribe to Verizon Wireless service, add Verizon broadband - and get it all on one bill. FiOS TV service, where available, can also be added to create a triple-play bundle.<o:p></o:p></SPAN></P>

<P class=MsoNormal style="MARGIN: 0pt"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial">One of the big challenges of wiring <st1:City w:st="on"><st1:place w:st="on">New York City</st1:place></st1:City> with fiber is to serve the thousands multiple-dwelling units throughout the City. <SPAN style="mso-spacerun: yes"> </SPAN>We’re meeting that challenge through the use of <A href="http://verizon.wieck.com/" target=_blank>bendable fiber</A> that enables us to snake around curves and tight spaces without loss of the fiber signal.<SPAN style="mso-spacerun: yes">  </SPAN>We’ve already wired some 800 MDUs, and we’re in discussions with other building and property owners to bring FiOS to their properties. <o:p></o:p></SPAN></P>

<P class=MsoNormal style="MARGIN: 0in 0in 0pt; tab-stops: 84.0pt 114.0pt; mso-layout-grid-align: none"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial">It’s pretty obvious that Cablevision is trying to circumvent the FCC’s program access rules by denying Verizon MSG in HD – claiming that just because Cablevision elects to route the HD format over fiber, it is somehow not the same “programming” as the standard definition format delivered using satellites.<SPAN style="mso-spacerun: yes">  </SPAN>And as if Cablevision’s motives in evading the program access were not clear enough, after denying us the HD MSG programming, Cablevision advertises that it is the only carrier to provide it in HD. <o:p></o:p></SPAN></P>

<P class=MsoNormal style="MARGIN: 0pt"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial">FiOS TV customers in <A href="http://www.cityoffortwayne.org/" target=_blank>Fort Wayne, Ind.,</A> are the first to receive the new FiOS TV channel lineup that now includes 15 additional HD channels including Animal Planet, Big Ten Network, Versus/Golf, History Channel, Smithsonian Channel and the Weather Channel.<SPAN style="mso-spacerun: yes">  </SPAN>We’ve also added seven new standard definition channels including RFD TV.<SPAN style="mso-spacerun: yes">  </SPAN>The next series of content additions, which are coming soon to <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /><st1:City w:st="on"><st1:place w:st="on">Fort Wayne</st1:place></st1:City>, will include more HD channels and 16 new multicultural channels.<SPAN style="mso-spacerun: yes">  </SPAN>Today’s press release has a list of the new channels that are now available and those that we’ll add next. <H1 style="MARGIN: auto 0in"><SPAN style="FONT-WEIGHT: normal; FONT-SIZE: 10pt; FONT-FAMILY: Arial">I was there for the interview that led to the Reuters story, and absolutely nothing Mark Wegleitner said suggested that Verizon has doubts about our fiber-to-the-premises (<A title=http://en.wikipedia.org/wiki/FTTP href="http://en.wikipedia.org/wiki/FTTP" target=_blank>FTTP</A>) approach.<SPAN style="mso-spacerun: yes">  </SPAN>(Anyone who knows Mark knows such a suggestion is extremely unlikely.<SPAN style="mso-spacerun: yes">  </SPAN>As so many are aware, Mark was an early advocate of FTTP, was committed to it from the start, and remains so.)<o:p></o:p></SPAN></H1>
<H1 style="MARGIN: auto 0in"><SPAN style="FONT-WEIGHT: normal; FONT-SIZE: 10pt; FONT-FAMILY: Arial">The discussion was about what Verizon might do to deploy broadband after 2010.<SPAN style="mso-spacerun: yes">  </SPAN>We’ve said many times that we will build our FiOS (FTTP) project past 18 million homes in our traditional service area by the end of that year.<SPAN style="mso-spacerun: yes">  </SPAN>Reporter Ritsuko Ando wanted to know what we’ll do after 2010.<o:p></o:p></SPAN></H1>
<H1 style="MARGIN: auto 0in"><SPAN style="FONT-WEIGHT: normal; FONT-SIZE: 10pt; FONT-FAMILY: Arial">From my notes, Mark’s answer came in two parts.<SPAN style="mso-spacerun: yes">  </SPAN>First Mark noted that certainly we will continue to deploy fiber after 2010.<SPAN style="mso-spacerun: yes">  </SPAN>In a quote that got slightly adjusted in the Reuters story, Mark said, “We’ll still be using FTTP.<SPAN style="mso-spacerun: yes">  </SPAN>There is still gas in the engine for FTTP.” (Not “could be.”) I pointed out that we have committed to <A title=http://newscenter.verizon.com/press-releases/verizon/2008/verizon-ready-and-eager-to.html href="http://newscenter.verizon.com/press-releases/verizon/2008/verizon-ready-and-eager-to.html" target=_blank>build FiOS to every part of New York City</A> in a fiber-building project that will take until 2014.<o:p></o:p></SPAN></H1>
<H1 style="MARGIN: auto 0in"><SPAN style="FONT-WEIGHT: normal; FONT-SIZE: 10pt; FONT-FAMILY: Arial">Second, Mark addressed the challenging issue of deploying broadband to rural areas where population density is very light. Mark noted that <A title=http://en.wikipedia.org/wiki/DSL href="http://en.wikipedia.org/wiki/DSL" target=_blank>DSL</A> is certainly part of the solution and Verizon is continuing to deploy more DSL and <A title=http://newscenter.verizon.com/press-releases/verizon/2008/verizon-7-megabits-per-second.html href="http://newscenter.verizon.com/press-releases/verizon/2008/verizon-7-megabits-per-second.html" target=_blank>increasing the DSL speeds</A> we offer.<SPAN style="mso-spacerun: yes">  </SPAN>However, DSL triple play capabilities are limited and would rely on deploying fiber part of the way, building “<A title=http://en.wikipedia.org/wiki/FTTN#Fiber_to_the_node href="http://en.wikipedia.org/wiki/FTTN#Fiber_to_the_node" target=_blank>nodes</A>” and then using DSL to reach customers from there.<SPAN style="mso-spacerun: yes">  </SPAN>It is a complex and expensive approach, especially when the efficiency of the node is compromised by the low density service area.<SPAN style="mso-spacerun: yes">  </SPAN>(Furthermore, one of the great advantages of the FTTP approach is that we don’t need electronics in the field, and we eliminate expense and failure points.) <SPAN style="mso-spacerun: yes"> </SPAN>That leaves wireless alternatives such as direct broadcast satellites and the new 4G mobile technologies like LTE as perhaps better possibilities.<SPAN style="mso-spacerun: yes">  </SPAN>But as of now, technology combinations such as these and the market for them are both unproven.<o:p></o:p></SPAN></H1>

<P class=MsoNormal style="MARGIN: 0pt"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial">He said that often-cited <A href="http://www.oecd.org/document/54/0,3343,en_2649_33703_38690102_1_1_1_1,00.html" target=_blank>study</A> that shows the <st1:country-region w:st="on"><st1:place w:st="on">U.S.</st1:place></st1:country-region> is 15<SUP>th</SUP> out of 30 countries in broadband ignores key facts.<SPAN style="mso-spacerun: yes">  </SPAN>It doesn’t take into account differences in geography that make comparisons among countries so difficult.<SPAN style="mso-spacerun: yes">  </SPAN>For example, <st1:State w:st="on">Massachusetts</st1:State> and <st1:State w:st="on">New Jersey</st1:State> have about the same population density as <st1:country-region w:st="on">Japan</st1:country-region> and <st1:country-region w:st="on"><st1:place w:st="on">Korea</st1:place></st1:country-region> – and about the same percentage of broadband penetration.<SPAN style="mso-spacerun: yes">  </SPAN>And it doesn’t count wireless broadband, which is growing about three times faster here than in <st1:place w:st="on">Europe</st1:place>.<o:p></o:p></SPAN></P>

The most consistent message in all the messaging for the day was that convergence of networks and the cross-breeding of services, applications, networks and customer hardware will lead to faster communications and more convenience for customers. Home networking is a key to making things simple for customers, Mark told the keynote audience, and all this technology will have to be green.
